Candice Schmitt manages the HR and Recruiting functions at HQ. She graduated from the University of Southern California with a BS in Psychology. After landing a gig in the psycho-educational field working with kids with mental and emotional disabilities, Candice recognized her passion for people and contributing to their individual success and sought out a career in HR. Prior to joining TR, she worked her way through the HR-ranks at a fashion start-up company in downtown LA.

Team Rubicon (TR) is seeking a planner to maintain situational awareness and a common operating picture, expand the utilization of operational planning processes throughout the disaster cycle, and serve as lead facilitator for the National Operations Center during times of activation. This position reports to the Deputy Director of Response and is responsible for:

  • Maintenance of Team Rubicon’s operational plans, guides, and manuals
  • Guiding and mentoring a nationwide network of part-time and volunteer planning personnel
  • Managing the planning function in support of all TR disaster operations

The planner will support TR’s adoption of standards set forth by the Federal Emergency Management Agency (FEMA) through the National Incident Management System (NIMS), and will be tasked with supporting execution of all aspects of TR’s disaster efforts, from training to planning to on-scene operations. Because TR’s ability to support operations throughout the disaster cycle depends on the commitment of volunteers with specific capabilities, the planner will be tasked with managing development of divisional, regional, and state level planning competencies.

Duties:

  • Develop and maintain situational awareness and a unified common operating picture
  • Develop and maintain relationships with NGO, IGO, federal, state, and private organizations in support of disaster operations
  • Act as National Operations Center lead facilitator during periods of activation
  • Advise, train, and mentor national, regional, and state level personnel in the function, methods, and perspective of planning in support of disaster operations
  • Lead operational planning for complex events including multi-regional, national, and international responses as directed
  • Coordinate and ensure execution of After Action Reports in order to capture and implement organizational learning from disaster response operations and exercise scenarios
  • Maintain, update and standardize TR operational doctrine to reflect best practices, organizational developments, and changes to international, federal, and state regulations
  • Attend events related to emergency management
  • Perform other related duties and responsibilities as needed

 

Minimum Qualifications:

  • Bachelor’s degree in emergency management or related field; or equivalent experience
  • 5+ years of relevant experience in the military, non-profit, or emergency management community
  • Understanding of and/or first-hand experience with TR’s disaster response history and capabilities

Special Requirements:

  • This role is located at the National Operations Center in the DFW area
  • The person filling this position may be required to complete training courses as recommended and made available by Team Rubicon
  • On-call 24 hours a day, 7 days a week unless otherwise arranged in coordination with supervisors
