Team Rubicon Activates Recon Element

Ladies and Gentlemen:

As you hopefully by now know, Chile has been rocked by a magnitude 8.7 earthquake off it’s coast. This earthquake is over 1000x more powerful than the one that struck Haiti over one month ago.

Initial reports from the Chilean government are casualties hovering near 200, however, communication is down with outlying villages and towns on the coast, and that toll is expected to rise sharply in the coming days.

Team Rubicon has assembled a 6 man recon element to fly into southern Chile to assess casualties near the coast, where large aid organizations will not concentrate their efforts. We expect bottlenecks to occur in Santiago, where the airport is shut down for 24 hours, and concentrated efforts to be focused on Concepcion. This leaves a critical gap in medical attention on the coastal towns.

Pacific Ocean-wide Tsunami Warning in Effect

Devastating 8.8 earthquake off coast of Chile sends tsunami; predicted to hit Hawaii at 11:20am + SoCal at 12:20pm

This just in from NOAA: a tsunami warning is in effect for the state of Hawaii and Southern and Central California — along with all countries with a Pacific Ocean-facing coastline. The tsunami was generated by a devastating 8.8 earthquake in Central Chile (which has left at least 100 dead) and it could cause damage along coastlines of all west coast countries and all islands in the state of Hawaii. Urgent action should be taken to protect lives and property.

Earthquake strikes Chile

A magnitude 8.8 earthquake has struck central Chile. The Pacific Tsunami Warning Center recorded a tsunami wave as high as 9 feet.

(CNN) — An magnitude 8.8 earthquake struck central Chile early Saturday, the U.S. Geological Survey said. The quake’s epicenter was located near the city of Concepcion, 212 miles (341 kilometers) from the capital of Santiago. It struck at 3:34 a.m. (1:34 a.m. ET). Concepcion is Chile’s second largest city with a population of 200,000. The Pacific Tsunami Warning Center issued a tsunami warning for Chile and Peru. The center recorded a tsunami wave as high as 9 feet.

7.0 magnitude strikes near Japan

A 7.0 MAGNITUDE EARTHQUAKE HAS STRUCK NEAR JAPAN.  BEACH EVACUATIONS HAVE BEEN ORDERED.

(CNN) — A 7.0-magnitude earthquake struck Japan’s Ryukyu Islands early Saturday, the U.S. Geological Survey reported.

Soon after the 5:31 a.m. (3:31 p.m. Friday ET) quake, Japan’s Meteorological Agency issued a tsunami advisory, recommending that people on the Okinawa Islands evacuate from the seashore. The advisory also affected the Amami Islands and Tokara Islands.

The quake was centered about 6 miles (10 km) deep, about 53 miles (85 km) from Okinawa.

Attention Carpenters

Ray Arana, a Team Rubicon supporter from the get go, has established his own grassroots construction effort- “Relief Team One” (www.reliefteamone.org).  He has sent me an email, requesting volunteers for the following reconstruction mission, which is aimed at helping Jesuit Refugee Camps.

…got a call last night from a Jesuit run Relief Camp in Haiti.  they were asking us to help them build shelters, school, clinic, sanatary systems and a well.  Their people are living under tarps with barely enough food.

Brother Jim on Education

Every branch of society was affected by the earthquake, and it is only now that the enormity of this catastrophe is coming to light.  Downtown Port- au- Prince is still like a warzone; banks, businesses, and religious institutions have been hit hard, or in some cases mortally wounded.  For the first few weeks with Team Rubicon I had an inside look at the challenges faced by the health system and by those who had immediate needs of food and shelter.   Now, working with the Foi et Joie School network, I am able to see the long-term damage done to the educational system.  The Ministry of Education is at a loss.  Currently, there are 4,774 schools on record that have been affected by the earthquake.  The truth is that there are many more than that, but they do not appear in the records because they are not registered.  Each school needs to be professionally evaluated before students can be allowed to return to their classrooms. For the last three days, I have been a translator for a team of architects and engineers from the Dominican Republic.  In that time we evaluated 31 schools.  Some we condemned, some were untouched, and some were given guidelines on how to make repairs.  In this time I was struck by the randomness of the damage, how time seems to have stopped with the earthquake, and the previous conditions of the schools.

No one will ever be able to fully comprehend the extent of this earthquake, nor how some survived after days under rubble, or how others died from a simple infection after being only slightly wounded.  In visiting the schools it was amazing to me how one building remained unscathed, while its neighbor was completely destroyed.  The Gospel image of one woman surviving while her neighbor perishes comes to mind. The other image that struck me hard was seeing the blackboard in almost every classroom of each of the 31 schools we visited.  There are unfinished lessons, homework assignments that will never be turned in, and most striking is the ever-present “January 12, 2010” still there as a silent reminder of when life ceased as it was known.

Finally, in visiting the schools we were able to see the problems that existed well before the earthquake.  While some of the schools were beautiful buildings with well-lighted and spacious classrooms, the majority of what we saw was stifling rooms with no lighting or ventilation, and schools that had no electricity, water, or sanitary bathrooms.  In short, this earthquake only served to expose an educational environment that is sadly lacking.  Currently children are out of school, in the camps, and with nothing to do. Their educational future is affected, and therefore so is Haiti’s future.  Yet given the pre-existing   state of education, I cannot imagine that it was too bright to begin with.  My hope is that our Foi et Joie schools will help play a major role in Haiti’s educational system.  Education is the key to change a mentality of poverty, and start to create a better today and tomorrow.

J.J. to the US?

Deirdre Spina and LJ McCormick, both of TR2, have contacted Alfred State College about the possibility of bringing Haitian citizen J.J. to the United States to pursue a two-year degree in Building Construction.  The Vice President of the college has responded stating that he would be ‘interested’ in sponsoring to Haitian students to join Alfred State’s program.

Just another example of Team Rubicon volunteers continuing to reach out and make a difference!
